I don’t know what it could mean, but tried to make it into something like “At day 9 of ramadan and the 10 days following that…”. Last bit I can’t even properly defend :^^:

u got it right but the translation doesn’t make sense, it translates as following:
Today is Ramadan 9th, & the first 10 days has passed quickly
